    Petraeus was the guy sent to make it happen.

    The Iraq civil war was part of the plan in the first place.  (IMHO)  The Bush Neocons looked at Afghanistan, saw that you could turn one element against the other, and when they've exhausted themselves, move to fill in the vacuum.

    Hence far too few troops to control the country once we invaded.

    Sometime around 2004, something, or someone, finally got to Bush.  (Maybe thousands of dead G.I's and 100,000 dead Iraqi civilians isn't the greatest legacy for the history books.)  He shit-canned Rumsfeld, with no ceremony, in 2005 and took the prosecution of the war away from the oil interests and the Neocons, and returned it to the military professionals.

    That, and the cash, and a change to the prosecution of the war to something closer to what Petraeus wrote his field manual about changed the course of events in Iraq dramatically, and allowed us to, at the very least, get the hell out.
