    they had districts for like under 5 years in the late 1970s before going back to at-large for the 80s and 90s.

    Fortunately for the local paper/ink industry, the at-large ballots were nothing like recent Detroit City Council elections (last election, Detroit had 168 candidates on one ballot for 9 city council seats, but fortunately they narrowed to field to 18... Detroit is moving to 7 districts and 2 at-large in 2013, which probably means 10 people run for each of the 7 seats and 90 people run for the 2 at-large seats)

    The Republican Party isn't a party of small government, it's a party of a government for the few. @bhindepmo
