    More like the same people signing it over and over and for multiple states. Just a brief perusal of the first few rows of signatures says a lot. Each of these samples are the set of the first 16 signatures of each petition at the time I checked it maybe a half hour ago. For example:

    Pennsylvania first four rows: 9 from other states including Texas, Georgia and Illinois; 5 with no location listed, 1 says Pa. Petition creator's name says Pa as well.

    Nevada first four rows: 11 from other states, 4 with no location, and only the petition creator's name says Nevada.

    Delaware: 12 from other states, 3 without a location, only the petition creator's name says Delaware

    Arizona first four rows: 9 from other States, 2 with no location (and Meggan's name, that's the second one from her and I think Savannah as well), 5 actually from Arizona including the petition creator.

    Texas, the one that has reached the coveted 25,000 signitures: only 2 from other States and one with no location in the first four rows.  

    New York, I see 7 from other states (like Alabama, Florida, Arizona), and 3 with no location listed.
