    it's the other 26% that kills you politically if you mess with the program.  So you've got to find a way to keep the 26% that actually helps working farmers while cutting the corporates off, and make sure that well in advance, the working farmers know that's what the package is.

      per year per recipient.  No exceptions.  And only for environment improving/enhancement projects, not for not growing crops.

      Make that bottom 80% happier by allowing them up to $10K per recipient and the problem's solved.  As it works now, the farm subsidy program does damn all for the small farmer and more than too much for the big grain, soybean, and cotton growers.
