    A huge majority of provisionals are address and/or name changes or people who sent for mail-in ballots and didn't use them. Virtually ALL of these are good and will be counted. There are some cases of pollworkers misdirecting people to the wrong precinct or not looking hard enough for the voter and mistakenly thinking they need a provisional, but those are far fewer in number. Another case is if someone is a valid voter in one county and they just moved to another.  They vote provisional to give the board time to check to see if they voted in the previous county (the same reason why those who requested a mail-in ballot have to vote provisional — and we have found cases of people returning their ballots and then voting on election day too).

    So far more than 85% of our provisionals are good. The ones discarded are usually people who didn't get around to registering.
