    Perhaps they are using prison labor for these calls? Just my first impression.

      I sensed that the call-taker was pleased that she was talking to a sane person for a change.

      My experience with call centers is that they'll take calls for just about anyone who pays them. One center that I worked with years ago accepted calls for about 400 different toll-free numbers. The clients ranged from top-notch well known businesses with reputations for excellent service and high quality to the gold-plated coin scammers. Depending on the toll-free number, a boilerplate script would pop up on the call-taker's computer.

      In many states, prison inmates are prohibited from activites where they could acquire personal information; credit cards, home addresses, etc. Not all states, though.

      It's more likely that the call-taker was working a shift that was convenient for her schedule, perhaps during her children's school hours or, for college students, between classes or off-hours.

      Washington, DC and places inside the beltway are littered with call centers and "bingo card" processors. A bingo card is jargon for response cards or return mail replies. Donations, too. Their purpose is to accumulate mailing lists, their most profitable product.
