    Of any "reform" that still allows a lone senator's objections to any unanimous consent requests to indroduce significant floor time delays before a given measure can come up for a vote.

    The majority of the filibustering actually just takes the form of denying unanimous consent on stuff that isn't worth Reid scheduling a cloture vote.  That's what "holds" really are - you tell the majority I will object, and I know this probably isn't worth 3 days of floor time for you to overrule me, so either compromise or give up on this.

    Anything that makes "cloture" easier to get but doesn't address the sheer amount of senate floor time consumed in the process will do very little to fix what's really holding up most senate business.
