I don't mean literally, of course. But the most obvious solution is to limit the number of available "challenges."
Say, 10 per session, per caucus.
Make the senators use those challenges judiciously. It's absurd that they're unlimited in number. That just means if someone sneezes in a way you don't like, you filibuster it. Limit them, and they'll be reserved to serious disagreements.
In addition, make the people who throw the challenge flag stand up, state their name, and state their reasons for throwing the challenge flag.
Make it clear to everyone what is going on, so the Media can no longer post misleading headlines:
"Senate fails to pass Bill X."
They would instead have to say that Senator X blocked the passage of X bill."
