    The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
    Theoretically, I suppose a state might claim that it can have different rules for other elections, but as a practical matter (except for states that do their elections in odd years) it would be impossible to implement without a blatantly obvious and (worse, in political terms) inconvenient (for everybody, not just the "wrong sort") separate election process.
