    Human beings are not necessarily the limiting factor in economic production -- and the sorts of things we might put them to work doing are not necessarily the sorts of things that can be sold on the market in such a fashion as to "absorb" the additional spending power you hope to create.

    To put the torture behind us is, inevitably, to put it in front of us.
