    A story along similar themes is World Made By Hand by James Howard Kunstler.  The story describes a town in upstate New York and its citizens struggling after oil,  electricity, and almost all government services have ended.  Despite the dire circumstances, the overall tone of the book is pretty optimistic.

    Kunstler is the author of the non-fiction work The Long Emergency, a book about civilization in the age of post-peak oil and climate change.  World Made By Hand fictionalizes some of the scenerios he imagines in such a world.

    As Quarkstomper points out, the themes of community and collective action figure prominently in Kunstler's fiction.
