    ...UP's government to do this, or to do anything for that matter. Bihar is a symbol of good government while UP is a symbol of bad government, taking the place previously occupied by Bihar.

      UP has long had a notoriously corrupt government.  I remember a friend in Lucknow's young daughter making up this little ditty and singing it out in the lane at the top of her little lungs:

      Gullee gullee main shor hai
      Mayawati chor hai!

      (Word's out in the streets,
      Mayawati is a thief!)

      The amusing part of this tale is that the lane ran right behind the governor's state-provided house -- and the guards assigned to protect the place just grinned when she sang it.  I think she was all of 6 years old when she did this, too.

      But yes, eventually the solar grid will spread everywhere.  For one thing, vote-bankers like Mayawati's cronies will see this as a golden opportunity to buy the allegiance of the rural poor voters.  For another, this sort of infrastructure is something that the micro-loan people see as both viable and beneficial.

        You thought our choices sucked! Although I have to like that she built statues of herself with government money.  Why should Turkmenistan have all the fun?
