    ...and right-wingers have been pushing for it forever.

    The only problem with it is that it would utterly screw the poor and benefit the rich, while simultaneously bankrupting the nation unless we also added a 28% national sales tax (on top of all state & local sales taxes) as well.

      I mean a continuous, rather than stepwise, version of a progressive tax rates. T=r(I)*I where dr/dI is a smooth, rather than stair step, curve.
