    The republicans overreached by impeachment.

They could have easily put forward a congressional resolution condemning President Clinton's actions which would have been difficult for the democrats to oppose without looking like they approved of President Clinton's actions.  And the result would have been an overwhelming vote against President Clinton.

But they just had to go for impeachment.  And instead, they wound up with the Democrats standing behind the President in front of the cameras in support of him due to the Republican overreaching.

Will they repeat their mistake this time, with an even weaker case?  That remains to be seen.

The impeachment theory against Clinton was based on the crime of perjury -- lying under oath in a judicial proceeding. It flopped because lying about an extramarital dalliance didn't strike most people as that huge a deal.

The theories being floated against Obama have to do with policy disagreements on either foreign policy (such as Libya) or domestic policy (such as the health care law that the right-wingers consider unconstitutional, despite the SCOTUS saying it is). Those are political questions, not criminal ones, and the "high crimes and misdemeanors" standard just doesn't stretch that far.
