You need a meeting of the world's utilities, not the oil giants.

Power production from coal burning a bigger problem than vehicle emissions.  The utilities operate the coal fired power plants.

Massive committments to wind and solar generation won't affect consumption of oil but will drive down coal usage.

Folks actually have a real chance of changing the course of utilities, who make profits off of electrical sales, no matter if its from coal or natural gas or wind.

Most utilities don't have massive investments in coal that would preclude their cooperation in switching fuels and power generating metohds.  They kmight get pissy about giving up their coal fired power plants but thaqt could switch some of them to gas and phase them out.

Actually this sounds kinda like the Sierra Club's Beyond Coal scheme.
