    legislators do. And if they're anything like American legislators they do as the people holding the purse strings tell them to.

    Then they figure out how to explain it to voters.

    The President could veto, and tell voters, "The international community was going to wreck us."

    Supporter: "Senator, you have the vote of every thinking person!" Adlai Stevenson: "That's not enough, madam, we need a majority!"

      without much of a difference here.

      Listen, I'm all for the back room deal, but think about how your proposed statement from the President sounds. Put the shoe on the other foot: would you accept that explanation, or would you be ready to throw the bums out?

      I don't understand Uganda's political culture at all, but none of this sounds good to me.
