    fresh food when she's living in a car? Couldn't the agency that signed her up for food stamps at least get her started towards having a roof over her head?

      She says she spends most nights in someone's home (a circle of Vietnamese friends).  One friend lets her user her address for U.S. Mail.

      One thing that drove me crazy was when the social worker told Flower that she cannot buy hot, prepared meals with food stamps.  Why the heck not?  She can buy deli meat, and bread, and make a sandwich.

        but I knew that. It might be to make it impossible to use food stamps in restaurants.

          It's actually surprisingly difficult in law to differentiate a grocery store from a restaurant, particularly in major cities - think of a corner grocery in New York or LA or even Portland that sells both basic groceries as well as hot sandwiches and some baked goods - are they a restaurant?  A grocery store?  The states regulate them by saying, "If you sell packaged milk products, you must do (a) and if you serve hot food you must do (b), and if you do both, you must do both (a) and (b)."  But that doesn't tell you if Joe Schmoe's on Flatbush Avenue is a grocery or a restaurant or if Joe Schmoe is running a McDonald's franchise.

          It's a difficult law to write without keeping qualified participants out of most urban grocery and convenience stores.  So, the hot, prepared meal rule exists.  It's certainly imperfect but I can accept it as written.

            to be purchased on foodstamps, others don't.
            Here in Austin, i have literally seen one grocery store not allow it and then a couple of miles away, in a less well off, more foodstamps used, store (same franchise) allow it.

            I have seen store managers completely baffled as to what's approved and what isn't; I have purchased certain things in a local grocer that Wal Mart would not sell.
