    1.  The shooting occurred inside the fence.  On the Gazan side.  There was no breach.  The dudes were scavenging metal from an Israeli Jeep, also inside the fence.
    2.  I don't see anything where fence breaching, much less "attempted" fence breaching, is an offence.
    3.  Claims of breaches of the cease fire are supposed to be presented to the guarantors of the cease fire, although Israel has stated they will act against rocket launchers that break the cease fire.

    I would welcome any support you have for your claim.  I could be mistaken.

      They went there.

      2. Crossing the fence is an invasion. Of course it's a breach.

      3. Those pro forma steps are useless. As a person with Internet access, you don't need the guarantor to make your own judgement.

      If you support Israel that you just know that it was the Palestinians that did something underhanded and they are to blame. If you support the Palestinians then you just know that it was the Israelis who did something monstrous and are to blame.

      The truth is that it always really hard to maintain a cease fire because they are going to be independent actors on both sides - whether it be intentionally or out of ignorance - break the agreements and both sides are just itching for a reason to claim that the other side broke it first.

        It's also very strange that people are seeing this through the lens of I/P.  Egypt has very serious issues right now and they are in that dangerous, immediately-after-birth period where they are shaping a new government.  Anyone one actor has huge incentive to control the entire chess board so as to write the rules by which Egyptians may govern themselves for 10, 20, or even 200 years.
