    Are you saying Congress should pass a law defining the scope of permissible use?  Or should Congress also be additionally consulted for each instance of use?  Should there be a mechanism, similar to that for wiretapping, in which an agent or adminstrator of the program is required to obtain approval from a judge?

    What agency or agencies should administer the program?

      congress needs to tend to its role of oversight of the cia and the military, certainly that would extend to setting the scope of permissible use.  congress and the courts would also have a role in determining when treaties or human rights law is broken and punishing infractions where required.  the courts need to be involved where there is a punitive action taken against an individual.
