    You're quibbling over a loss rate of 2 percent over 0.  And Americans have committed non-uniformed personnel to special activities since the Revolutionary War.  Drones introduce absolutely nothing novel in that respect.  I don't see where you get the idea that drone deliver munitions are any less of an act of war than B-52s.  Or any of the other multitude of strike aircraft and and bombers in between these two extremes.
