    Is a strategy of the aughts, not the '90's.  At least in the tech sector or any 'skilled' position.  I remember in the '90's if you could spell 'software' and fog a mirror you could get a job.  Cost cutting is all the rage in the last decade.  But you are right - now 'management' has no idea how to expand business and meet market demand.  They have only been looking at one side of the ledger.  Kind of like the GOP when it comes to deficit planning on the budget.

      going in the 90s, as a cost-cutting strategy.  

      You are right that in the late 90s start-up capital was plentiful and spread across many industries.  But it was in the 90s when executives started to be rewarded with bonuses and stocks, and golden parachutes if they failed to improve earnings and the stock price.

      Those compensation schemes were consolidated in the past decade, as bankruptcy became an acceptable strategy to extract value.  It was the availability of cheap debt and acceptance of that "harvesting" strategy that labor started getting squeezed hard.  

      It was stunning in the 2008 crisis that so few heads rolled when big companies and banks accepted government bail-outs.
