    Change that.   Decreasing the risk pool will increase prices.

      make a big difference.  A major part of controlling healthcare costs is controlling what is done.

      Other countries make greater use of hospice care, and do not pay for expensive care unlikely to significantly extend a quality life.  We should increase eligibility for government paid hospice to when a doctor asserts life expectancy is a year or less from the current 6 months.  

      Treatments that don't have clinical testing that verifies it as an effective treatment (and more effective than less expensive approaches)  should not be covered (and doctors exempt from malpractice when following Federal guidelines).  Right now government pays for anything that a fee for service provider recommends (who has an economic incentive to always recommend the next treatment - even if unlikely to be effective).

      We also need to have patients express their wishes  in health directives, so unwanted expensive care is not being provided to those who can no longer express their wishes.  The federal government should have  a default medical directive for everyone that does not request heroic measures.  This default medical directive would be the one used unless a person has provided some other medical directive.

      The most important way to protect the environment is not to have more than one child.
