    Yes, it's a tactic to sell your policies. Obama failed to use it to do that in his first 4 years.

    And making a speech or holding a presser on occasion to state a preference for a policy (which in Obama's case didn't mean he was taking a stand)  is not the same as fighting for a policy.  It's also not the same as using the bully pulpit, which is a more forceful and sustained use of Presidential power to command media attention and, more relevant to his apparent adoption of the tactic (it remains to be seen whether he really does adopt it rather than just threaten it), drum up public support (outcry?) for adoption of a policy.
