    a legitimate issue with the pending legislation they should be able to articulate it.
    I would alter the process as follows: at least 10 or more Senators must sign a document that they are calling a filibuster,  Those 10 or more must shoulder the responsibility of speaking to the issue – without a break.  At any time a vote for cloture can be called with 60% of those present.  If no member of the opposition stands to speak cloture is declared .  
    Ideally, the filibuster should be dumped because it is anti-democratic aberration but, short of that, anything that makes it more difficult (and inconvenient) the less likely it will be used.
