    there waving the Palestinian flag is now an internationally recognized STATE doing so, in an international world where being a recognized STATE is a really really big deal.

    One of the things a STATE can do is complain to the ICC, which means that now Israel must decide whether it wants to conform its conduct to ICC standards in order to stay out of the ICC, or continue to push parliamentary levers to keep Palestinians out the door while continuing to do acts which it knows damned well will draw ICC sanctions. That choice is Israel's, now that  Palestine can in fact get in that door and make a complaint because of its STATE status.

        though it doesn't make me puke (I've got such a low opinion of both Israel and Palestine that almost nothing about I/P disgusts me anymore). As for the ICC, that's for individuals, not states, and it's really hard to go after someone in a state that isn't an ICC member (see Bashir, Omar). ICJ handles disputes between states, but it's better to think of it as an arbitration body than a court because it only has jurisdiction by mutual consent of the parties to the case.
