  •  I'm 49 and covered under PPACA PCIP now. (6+ / 0-)

I was in that situation of being essentially uninsurable due to the ridiculous pre-existing conditions of migraines and hay-fever allergies.

I applied year after year for private insurance and couldn't get it at any price. Early last year, I tried again, got the same rejection. So I took that rejection letter and applied through my state's Federal High Risk Insurance Pool, created by 'Obamacare'.

Turned out I qualified for the subsidized rates, and I'm now paying a little over a $100/month for a $1000 deductible plan with decent benefits. The unsubsidized rate is 4x that, but if I was earning 400% of the current poverty level, I could afford that.

The thing about the PPACA coverage is they CANNOT turn you down, provided you meet the requirements with respect to either being rejected for private insurance or being faced with a quote that is over a given percentage of your yearly income.
