    I would much prefer to have them spend the time and money to develop options BEFORE they need to implement them, rather than do the R&D on the fly the way BP had to.

    This is actually a good result, in that the next iteration will presumably be more functional.

        there is no substitute for making the thing and testing it.

        Reminds me of a Calvin and Hobbes I read once - Calvin asks his Dad how they know what the posted weight limits on bridges are, and his Dad tells him, "That's easy - they just build a bridge and drive increasingly heavy trucks over it until it collapses.  Then they just rebuild the same bridge and post the weight of the second-to-last truck."
