A discharge petition requires an absolute majority of the house.
218 is a majority of the full house of 435.
The HR currently has 432 representatives, as
three Representatives have resigned and departed.

Does the discharge petition requires 218 votes, irrespective of the size of the HR?

It so happens that all three are Democrats  [Cardoza, Jackson, Filner, who resigned yesterday cong rec ].
And yes, while one Republican has resigned, she only departs in February.

Is there a Parliamentarian in the House?

"Are you bluish? You don't look bluish," attributed to poet Roger Joseph McGough, for the Beatles' Yellow Submarine (1968).

With 432 representatives, the petition would require 217 votes to achieve a majority. In essence Democrats are losing 3 potential votes while requiring 1 less vote to achieve majority. That's a net of -2 votes. Knowing how tight this petition is going to be, I wish our side better calculated this. (This is my understanding of the issue, please correct me as necessary)
