    stimulant effect on the local economy from having ANYONE employed. And then that money does to some extent pay other local wages, and so on.

    It's the same multiplication effect seen with food stamps as stimulus. One dollar entering the economy has a much larger effect when it's applied at the very bottom.

    And there are still strip and underground mines in the region. My understanding is underground creates the most jobs per operation, then strip, then MTR.

    I think one of the big reasons the War On Coal framing is working as a political strategy is that no one has much hope of anything else coming in to replace the jobs and many communities have memories of what happened during coal busts -- and so far as anyone can tell, coal companies stopping production because of government action or loss of demand would be the same story all over again. And there are absolute horror stories that have come out of what people did to survive coal busts.
