    CEOs can deal with small tax hikes or whatever. They just want to know what the rules are gonna be.
    I really don't buy this argument.

    Every tax law change for years has been telegraphed months if not years ahead of time.  Everyone knew when the Bush tax cuts would expire the minute they were passed.  There was absolutely no reason to assume they would be extended.  This is just one specific example, there are many more.

    Any corporation of significant size should know to the penny what specific tax benefits mean to their bottom line, and should have specific plans for dealing with any changes to any of them.  This is just not that hard.

    However, as with the obvious failures to do even the basic groundwork for State Health Exchanges, it's obvious that many corporations don't bother even thinking about anything until the deadline is staring them in the face.

    Your lack of planning is not my emergency.
