    in order to provide you with this information:

    This is run by the Polaris Project, which usually deals with sex trafficking.  However, labor trafficking - including indentured servitude - is a crime under federal law and there may be protections for your friend.

    The issue is this - is he being coerced, tricked or forced into providing labor due to some vulnerability?  Sure sounds like it to me.  The case seems very close to being labor trafficking, depending upon whether the individual is free to leave or has been coerced.  

    At minimum, an indentured servitude claim will help protect him with his parole officer if he cannot make his restitution.

      (Tell your friend that there's no downside at all to calling - your friend need not necessarily take action and the organization is used to working with folks who are facing some sort of coercion or reluctance to report. They will respect his confidentiality but will be able to tell him what his legal options are.)
