    The power of referendum does not extend to acts
    making appropriations for state institutions or to meet deficiencies in state funds
    What is an act?  If simply adding an appropriation to a bill can remove it from a veto referendum, then the right to a veto referendum could be rendered a nullity.  I don't know if Michigan courts have addressed this issue before, but I suspect they will in this instance.

      reject laws enacted by the legislature
      The veto relates to laws.  The appropriation language refers to acts.  So a distinction is made between laws and acts.

      The legislature added an appropriation to its voter suppression bill to try to render if referendum-proof. It was challenged in court and lost. It got its signatures to go on the ballot. I won't explain right now why it didn't because it's complicated, but the entire bill ended up in the junk heap anyway.

        Michigan don't play that way.  The precedent was set 12 years ago in a similar court case that went against us.
