Jeb will NOT have as much of Romney's problem, because (to elaborate on some of PBJ Diddy’s points):

    1.    Jeb’s Florida record is much more conservative than Romney’s Massachusetts record, so Jeb would have less to prove to many Republican primary voters.

    2.    Thus, Jeb will be able to get a lot more mileage out of dog whistling in place of creating “a solid [primary] record of crazy”.

    3.    Some Republican primary voters will have learned from Romney’s loss that they should accept dog whistles from their candidate for President, and perhaps be satisfied with putting a more full-blooded tea partier as a Vice Presidential candidate on a successful ticket.

    4.    Jeb and Rove will have learned from Romney’s “solid [primary] record of crazy” the importance of (a) not only clearing the field of other sane candidates, but (b) also sabotaging the crazies’ attempts to unite behind a single insane candidate (mainly by boosting a second insane candidate in each key primary).

Of course any Republican in 2016 will have to overcome the likelihood that Hillary would have a better chance than Obama to attract older white swing voters, but Jeb is likely to be a smoother campaigner than Romney or McCain.
