    In NYC, the subway system is more than 100 years old, and in various decades the city has neglected maintenance. This includes waterproofing electrical systems, keeping pumps up to date, drainways clear, etc.

    But your point is broader: we need to look to the founders of New Amsterdam for ways and means to deal with changing conditions. It will take a major spend to address the relationship between the millions of near-ocean dwellers and the rapidly altering climate conditions. U.S. has critically misspent, wasted, and been thefted of billions that could have addressed this among other pressing issues. There are reasons - as we politically-attentive types know so well - why U.S. is like 150 years behind Europe in our sea "defenses" or whatever you wish to call them. We do have some decent, if scattered, preservation of wetlands, but it's very patchy in the big picture.
