    shows up. Public records are fine as long as nobody looks at them. That's because the lure of power is hard to resist and power relies on secrecy and special access to information.
    That public officials are supposed to be public servants, not potentates, is not immediately obvious to people who think that giving orders and making people do things is what their jobs are about. That stewards have duties and obligations to their masters, which they may well ignore, was identified as a problem almost two thousand years ago in the parable of the unjust steward.

    The response then now is to fire them. Public officials who harass citizens are being insubordinate.

    We organize governments to deliver services and prevent abuse.
