    can enforce such an agreement assuming the police officers refuse to obey it?  The answer is that short of Obama sending in federal troops, they can't!

      The agreement is to have a "compliance officer", paid by the City of Oakland, with certain powers wrt the police management, including the right to fire the Chief.  

      OPD and the City of Oakland cannot but honor the letter of this agreement.  And as I said, whether the police, from the Chief to the lowliest cop on the beat, will cooperate, is another matter entirely.

      Then fire officers who don't get with the program enthusiastically.

      Continue until morale improves.
