    In Iowa, for instance, they have an independent agency that outlines districts where population is the primary factor and districts do not break up cities or counties, except where entirely justified for numerical reasons, but this is avoided if at all possible.

    Some other states have independent citizen commissions charged with drawing fair districts. The less political this redistricting is, the less polarized the outcomes of the elections - so neither party can get too invested in its own extremes.

    If there can be some way to bring that reasonably into the discussion, it would be helpful.

      It was defeated — THIS TIME — partly because Republicans fought it tooth and nail via some underhanded means and partly because the campaign to pass redistricting reform put out a fuzzy message. We'll try again.
