    stringently background checked and equally appointed by the political parties. Which is not to say that the concept should be rejected out of hand.

      federal civil servants, not political appointees. The IRS already has a system in place for hiring a large number of temps across the country every year. I imagine we could either export that method or just fund the IRS to do that hiring early.
