    I was involved in setting up state level programs to respond to environmental emergencies and disasters especially those that are man made. Of course, we were bound by the state and federal laws and regulations as to what we could and could not do in response to and also to prevent and/or ameliorate an emergency.

    In some cases we ran up against limitations in our authority to protect property and more importantly human life from those in the business of the manufacture, transport and use of hazardous materials.  The consensus was that laws and regulations that protect life by limiting commerce are not easily enacted.  Further, nor are they generally forthcoming when the first set of casualties are witnessed; until the “body count” draws considerable attention to the problem it will continue to persist.

    The sad fact is that gun commerce in our country will not be limited until the body count becomes much larger, How large?  I don’t know; but we won’t see politicians with the spine to stand up to the NRA and the gun crazies anytime soon.
