    Don't some/a lot of apartment buildings have parking garages? Most garages have electrical service for lighting, so it would be feasible to get the owners to install a few outlets for the 120V trickle chargers, which will charge most plugins overnight. I'm not saying that it would be easy to persuade someone to do that, but it is a possibility. Installing a meter so you can pay for the electricity is also possible.  Some owners have even paid for the parts and labor themselves to achieve a plug in apartment dwelling life...

    The more expensive 240V systems come with metering and charge-card billing included, along with DOE grants to offset some of their initial costs.
