    Could mean every able-bodied citizen that may be called into service -- not necessarily actively serving in a unit.  Civilian reserves, as it were.  I can see the amendment interpreted more than one way, yes.  But I think SCOTUS has more-or-less settled the question, if I'm not mistaken.

        militia.  Arms were not issued by the government to the militia (citizen soldiers) -- arms were "bring your own."  An unarmed militia would be all but useless.

          Some  limitations "undoubtedly" are permissible, Scalia said, because limitations existed when the Constitution was written: "For example,  there was a tort called affrighting, which if you carried around a  really horrible weapon just to scare people, like a head ax or  something, that was, I believe, a misdemeanor," he explained.
          They never had carte blanche to do what ever they wanted and the Founders did specify what they could and could not do.

            is an anachronistic albatross (depending on one's point of view) but I believe there is a huge amount of leeway as it stands to allow for stricter controls and better regulation.
