    This may seem overly technical, but it is after all a piece of technology we're talking about regulating.

    Limiting magazine capacity would do very little good in an atrocity in which the shooter was somehow limited to legal weapons. A magazine change can be done in a snap. If you want to reduce the number of rounds per minute someone can fire, then the necessary approach is to eliminate magazine-fed weapons.

      5-round magazines that are really tough to change out.

      If a shooter had to stop and feed 5 or 6 rounds into his weapon's internal magazine mid-rampage, that would seriously slow him down.  Fact is, there's no reason for any sporting rifle to have a swappable clip of any capacity.

      Same rule for pistols.  Revolvers are OK, no clip-loaded semi-autos.
