    Perhaps the reason that the Republicans have had a rabid core of enthusiasts during certain election cycles is that there was a core of hardline conservative legislators who sought to put impossible Republican legislation through the House and Senate. It's a signal to their constituency that, at least at a cosmetic level, they are standing up for their base.

    Dems could stand to learn from it. You try to push a bill with widespread popular appeal through the House, and then when Republicans vote it down, you point to their obstructionism. This is a favorite tactic of Republicans, who are quite happy to turn losses on legislative votes into red meat. They thrive on feeling victimized.
