    But he lives here, is visible, and has a big boy bark.

    I'm sure they were busy following procedure for 15 minutes. That's the problem. They can't be where you need them when you need them.

    I prepare for 3 days after a hurricane. That's rather optimistic. Evidently, I have to prepare for a half hour when I need the cops.

    The killer in this case shot himself after the TWO cops made visual contact with him from a distance.

    That's just this case though.

      by then,  he may have had enough time to realize what he'd done or feelt he'd done enough to satisfy whatever motive set him off in the first place.  No saying what a cop arriving three minutes into his spree may have encountered, someone ready to die, or someone who didn't yet feel like he'd inflicted enough punishment on the world and who would have shot at the cops too.

      Cops do save people, but mostly they pick up the pieces.  Life happens too fast most of the time, especially with guns in crime situations.  I think people's expectations aren't particularly realistic, from how fast the principal could get a gun and kill the shooter (Gohmert's ridiculous proposal) to how much help the cops can be even if they do things right.
