    100% of mass shootings involve guns
    ?% of mass shooters play violent video games
    ?% have seen pulp fiction
    100% breath air
    etc...

    i guarantee less than 100% of mass shooters play a game rated M for mature.  maybe even less than 80%.  all of them use guns.  and probably a large number of them are LEGALLY owned.

    gotta have stiff penalties (fines) for people that have guns stolen and reported. and in case there is incentive to not report the theft to avoid the penalty, have HUGE penalties (fine and 90 days in jail per gun) for guns stolen that are NOT reported.  and if a unreported stolen gun is used in a homicide. the poop hits the fan and you are an accessory. obviously this isn't thought out (and i'm admittedly not too familiar with current laws like this) completely but there should definitely high risk for gun ownership.  MUST BE responsible.

      think of why penalties for stolen guns could not be severe.  The English common law gets skittish about "negative" crimes - crimes of omission and not commission.  But skittish doesn't mean impossible, as anybody will learn shortly after they stop filing federal income tax returns - or fail to register a vehicle, or fail to properly document their harvest when hunting, or all sorts of other miscellaneous crimes of varying severity.

      and still be penalized could lead to a backlash.  I'd tie that law to the many, many, many, many careless ways that firearms are stored in this country.  If your firearm is stolen and you cannot document that it was stored in way a, b, c, d, e, f, g. and so forth.
