Actually, Adam was deterred from buying a rifle at Dick's Sporting Goods because of the background check.
Great! The system worked in preventing someone who shouldn't have from legally purchasing a firearm. Unfortunately, the shooter went on to acquire weapons illegally, through theft. The system did not prevent this.

So how about we pass a law that requires reporting to law enforcement any time someone tries to buy a gun and fails a background check? Then the cops will be aware that someone that shouldn't have weapons is trying to get them, and it should be looked into. In the course of the investigation or surveillance there might be a chance to discover the conspiracy before it's carried out.

Isn't that how we stop terrorists? Get tipped off to suspicious activity, look into it, and bust the people before they strike? It certainly couldn't hurt.
