    on in areas where they felt they would be most beneficial, things like this wouldn't even be suggested.

      ran an after school program for at-risk and adjudicated 4th, 5th and 6th graders, with enlisted volunteers (for games, activities, homework help, etc.) from Jr. and Sr. high. It was a state grant program instituted by a great governor specifically to address juvenile crime rates and other dangers of 'latch-key' kid-dom.

      In areas where the program was well run enough to be a desirable thing for kids after school, crime rates went way down. Confirming the notion that lots of robberies that occurred after kids got home from school and before parents got home from work were committed by unsupervised teens.
