    problem with the substitution idea is that since the late 1990s most of the middle class has been substituting cheaper products and generic medicines way before retirement age.  The dollar stores and Goodwill have become the "new stores," for a lot of people hit by the recession.  Even our labor has been substituted for cheaper labor overseas, so there is very little wiggle room for seniors and the disabled.
