I have been reading up on the song a bit, and I think the Cohen's main intention was both. All of the verses taken together, don't really tell a single story, like lots of great poetry.  And various singers have selected among the verses to tell the story they want to tell in their performance.  This one is a classic.

Anyway, I had wanted to find a way to incorporate that song into my writing in some way for a long time, and was glad to finally fine a way to do it.

Haven't changed it in some time. I regard Cohen as a towering giant, a genius among contemporary performers. I was hooked 20 years ago or so, when I first heard "The Future."

It's here they got the range/ and the machinery for change/ and it's here they got the spiritual thirst. --Leonard Cohen

and figured it was something like that.  I have not been a huge music consumer for a number of years. But I have always been fascinated by Cohen, going back to the 70s when I wondered who the hell the guy who wrote Suzanne, was. Hearing him sing it was certainly a very different experience than listening to Judy Collins!

Some people write songs that transcend, and Cohen is certainly one of them.
