arrested before the vote.  COnvenient, being Chancellor.
All the COmmunist members were arrested.  THat left only the Social Democrats firmly opposed to the Enabling Act and Hitler's ascension.  The small rural Christian parties were divided; as bernardpliers says, Hitler had been courting them with promises and reassurances.

Also, when the Act came up for a vote, the Nazi sstorm troopers were actually in the room, lining the walls, chanting their slogans.  To say that it was an intimidating atmosphere hardly does it justice.  Only the Social Democrats courageously voted against the Act.  Most of them were eventually arrested too.  The middle and right parties voted for the Enabling Act, which of course had been presented as something any patriot must vote for in a time of great national emergency.

The Nazis never won a majority of German votes in a nationwide election.  THey came to power through the Reichstag, but only by violating the process and spirit of democracy.  George Will is an idiot.
